Is it my imagination or did Bill Clinton threaten to shut down government funding via veto of a spending bill?

Newt ped spending bill the knew Clinton would not willing sign, and said he would not p a continuing resolution to keep the government running if Clinton vetoed it. Clinton called his bluff, vetoed the bill and shut down the government except for essential services.
