How far in do I need to go to replace lug bolts in a 91 Mazda pickup?

I have looked at my repair manual and it looks like I have to remove the rear axle just to replace some broken lug bolts. Is this correct, or is there some way to get to them without doing that? I just don't want to plow into the job without knowing what I am up to. THANKS!!!
