I'd think none of these are really true. Washington had several cabinet members. The Constitution created the Supreme Court. Hamilton favored open trade with foreign powers. And as he was an individual who participated in the drafting of the Constitution I find it strange to regard him as a "strict constructionist" though I suppose D come closest to being true.
