Did Obama put himself in a lose lose situation on purpose?

When he said he would not p any bill with earmarks. If a popular bill comes to his desk with earmarks he will be in a lose lose situation. If he were to p the bill, he would be a liar, but if he vetoed it he would going against the will of the people and therefore unfit to be president. Why would he put himself in that position?
